The Farmer FIRST Programme (FFP) is an ICAR initiative to move beyond the production and productivity, to privilege the smallholder agriculture and complex, diverse and risk prone realities of majority of the farmers through enhancing farmers-scientists interface. There are concepts and domains that are new in emphasis like resource management, climate resilient agriculture, production management including storage, market, supply chains, value chains, innovation systems, information systems, etc. The Farmer FIRST as a concept of ICAR is developed as farmer in a centric role for research problem identification, prioritization and conduct of experiments and its management in farmers’ conditions. The focus is on farmer’s Farm, Innovations, Resources, Science and Technology (FIRST). Two terms ‘enriching knowledge’ and ‘integrating technology’ qualify the meaning of Farmer FIRST in Indian context. Enriching knowledge signifies the need for the research system as well as farmers to learn from each other in context to existing farm environment, perception of each other and interactions with the sub-systems established around. Technology integration is looked from the perspective that the scientific outputs coming out from the research institutions, many times do not fit as such in the farmers’ conditions and thus, certain alterations and adaptations are required at field level for their acceptance, adoption and success.

The Farmer FIRST project was inaugurated on 21st March, 2017 by Hon’ble Governor of Uttar Pradesh Sri Ram Naik ji. He showed his pleasure that Farmer First project is implemented in Malihabad area which is famous mango belt of Dashehari. More than 500 farmers of Farmer First villages attended the function. Director (s), ICAR-CISH, Lucknow, ATARI, Kanpur and C.M.D., Hindustan Insecticide Limited, New Delhi graced the occasion. Farmers requested the Governor to solve the problem of water and electricity in Malihabad region.

फार्मर फर्स्ट कार्यक्रम भारतीय कृषि अनुसन्धान परिषद् का एक अभिनव प्रयास है| इस किसान केंद्रित कार्यक्रम में किसानो और वैज्ञानिको के परस्पर सहयोग से उत्पादन एवं उत्पादकता से भी आगे जा कर कृषको की जटिल, विविध,एवं जोखिम पूर्ण कृषि सच्चाई को समझना है एवं छोटे किसानो की मदद करनी है | इसमें संसाधन प्रबंधन, जलवायु प्रतिरोधकता, उत्पादन प्रबंधन जैसे भण्डारण, बाजार आपूर्ति, आपूर्ति श्रृंखला, मूल्य श्रृंखला , नवोन्मेषी तंत्र , सूचना तंत्र इत्यादि को भी समाहित किया गया है | इस परियोजना में किसान मुख्या भूमिका में है | शोध समस्या की पहचान करने , शोध की प्रायिकता तय करने , शोध हेतु प्रयोग एवं इसका प्रबंधन सभी में किसान की भूमिका केंद्रीय है | इस परियोजना में FIRST (Farm , Innovation , Resources , Science and technology ) शब्द आवश्यक बिन्दुओ को इंगित करता है | केंद्रीय उपोष्ण बागवानी संस्थान, लखनऊ में २१ मार्च, २०१७ को माननीय राज्यपाल, उत्तर प्रदेश श्री राम नाइक जी ने फार्मर फर्स्ट परियोजना का उद्घाटन किया | इस परियोजना के अंतर्गत मलिहाबाद के तीन गावों जिसमे नबी पनाह, मोहम्मद नगर तालुकेदारी एवं मीठेनगर है को सम्मिलित किया गया | कुल ११०० किसानो को इस परियोजना में जोड़ा गया है |
